Situated at just 11.5 meters above sea level, the city's flat terrain and riverine setting create a unique urban character where water and land intertwine, with the surrounding landscape dominated by rice paddies and agricultural zones that stretch to the horizon. This low elevation contributes to poor air dispersion, allowing pollutants to accumulate near ground level. The city's rapid urbanization has created a stark urban-rural gradient, with dense central districts giving way to sprawling peri-urban areas where construction and informal industries proliferate. Phnom Penh's position in Southeast Asia's agricultural heartland means it's surrounded by extensive farming regions, particularly to the north and east, whose burning practices directly impact air quality. The city's location along major transportation corridors between Vietnam and Thailand ensures constant vehicle traffic, while its riverside position historically made it a trading hub that now contends with both local emissions and cross-border pollution. The absence of significant topographic barriers means winds can carry agricultural haze from neighboring provinces directly into the urban basin, where it mixes with locally-generated vehicle exhaust, road dust from unpaved streets, and emissions from the numerous brick kilns that ring the city.
Phnom Penh's air quality follows a distinct seasonal pattern shaped by its tropical wet-and-dry climate and monsoon cycles. During the dry season from November to April, particularly from January through April, pollution reaches its peak as meteorological conditions conspire to trap pollutants. These months experience minimal rainfall, allowing dust from unpaved roads and construction sites to remain airborne, while cooler nighttime temperatures create frequent temperature inversions that prevent vertical mixing of the atmosphere. The northeast monsoon brings dry winds that can transport agricultural haze from burning fields in Cambodia and neighboring countries into the city basin. From May to October, the southwest monsoon brings substantial rainfall that dramatically improves air quality by washing particulate matter from the atmosphere and suppressing dust. However, this wet season brings its own challenges, including high humidity that can combine with pollutants to create hazy conditions, and occasional flooding that stirs up sediment. Sensitive groups including children, elderly residents, and those with respiratory conditions should minimize outdoor activity during the peak pollution months, particularly in the early morning when inversions are strongest and pollutant concentrations highest. The months of June through September generally offer the cleanest air for outdoor activities, though extreme heat and humidity during this period require their own precautions. Year-round, morning and evening rush hours see spikes in vehicle emissions that those with sensitivities should avoid.
